I would exhaust all other avenues first, if you dont approach the people and speak to them how do you know it wont work, or that something you have to say wont sink in? They might respect you more for having the balls to approach them rather than take the cowards way out. If they were decent dog owners there wouldnt be a problem, so no one is saying it will be easy, it might be like talking to a brick wall but surely its worth a go just so you can say at least you tried? There are other people you can speak to who dont have such a heavy handed approach, what about the local dog warden if you dont feel brave enough to do it yourself? They have few powers, mainly seizure of stray dogs, but a visit from them to chat about the dogs welfare may be the kick up the ass they need to get their place in order.

I personally think you have done the right thing Mad Al.Trouble with this country now days to many people just walk by,whether it be people getting mugged, vandalism etc,you did what you thought was right, maybe your not in the position to confront this man or have done and got nowhere, where do you turn to then? Seems to be a lot of people who'd smash his head in,give him a good slap, differnet ball game boys when you have dependants and a motgage. No such thing nowdays as there are no grasses, all grasses are one up from kiddy fiddlers, the NO GRASSING comes from people who have things to hide (think about it!)...

Thanks for reading and just my opinion...

Lets face it al whether you did the right/wrong thing this neighbour who you did not want to challenge face to face because you didn't want any hassle will know shortly that you were the person who informed the authorites and hopefully he doesn't come chapping on your door looking for trouble.
