Well done for reconsidering Ian, and also considering others, ie US. (not the united states).

I think one sticky stating ANY shit will not be tolerated and the said person will be barred should sort out most of your problems, also just an idea but would it be possible to make the site harder to find on google, i think if it was more down to word of mouth, maybe you wouldn't get so many assholes on here.
