How can you call the person who took in the dog "A meddling person". If the owner had more concern and control over his dog it wouldn't have wanted to "Go for a Walk".

I see some of your point, but there seems to be a lot of people who take on other peoples lost animals without any thought as to how there owner feels as to losing the animal and dont report it found.....

If the owner put a I.D. on the collar with a telephone number it is most likely the "Meddling Person" would meddle further and telephone.
