C.O.L.=cartridge overall length. reloading componants a very large and varied list or very simple short list.you can buy a starter kit from lee/hornady/rcbs that contain nearly all the componants to start basic reloading.the most important thing though is to watch someone with experience load ammo.they can show you the steps to make your own ammo. as for your f.a.c no you dont have to declare you will be reloading.
