Infertile eggs ??

What is your opinions on this ?

I have a pen with six Sussex bantam pullets and two unrelated stags all first season birds , I have another pen of five pullets and one stag , all these birds are healthy and well looked after, so I set 16 eggs from each pen , + some light Sussex L/F , some silkie x Sussex bantams and some silkie x Sussex L/F 

I candled eggs tonight, not one full egg from the pen with 6 pullets and 2 stags , all other eggs returned around 90% fertility , I don’t spend a lot of time watching to see if there treading, any ideas ?

I’m thinking of splitting into two pens of one cock one three pullets
