It's not that we are 2-3% similar to them, it's that 2-3% of your DNA came directly from them through interbreeding. It's like this, you have 3 billion pairs in your DNA. 99.9% of all your DNA is identical to everyone on earth, that includes the Big Scandinavian, the little Jap, the Spear Chucker from the Serengeti, etc. What makes you unique is that 0.1%.
