Then you just have the app on your phone and use the virtual card as you would a normal one. No investigation can legally go into other's accounts without a judge order, usually based on money laundering, criminal activity etc. You can even create an offshore company (Isle of Man, Seychelles etc obviously not in your name) and purchase an item from that company for a price, the item doesn't even need to physically exist.
