If it’s on there and ain’t coming off easily (paint that is) then leave it on and feather off the edges with some sandpaper , easy fill the edges , line over the top and then paint or re paper …… a pic of the offending wall would help 👍

It wouldn't be to bad if it was a dry flaky I'd just sand it all back but it's  rubbery and stretchy and I don't think it'll sand well.

looks like a kitchen bathroom paint it can be a nightmare can’t it
