Yet legislation will be horrendous in practice. There are thousands of these things, plus other breeds that will get dragged in by default like BGD says. Can you imagine when they start sending vans round taking people's pets? Social media? The government is caught between a rock and a hard place with this and there's no sensible or easy way forward. Muzzling? These dogs do the damage in homes and gardens or when they escape. Muzzling won't help. Prosecuting people for our of control dogs....these people are being prosecuted, it's still happening.
