Even if it is UK, firstly, from that photo, it looks quite tame, and secondly, no evidence that they are breeding in the wild.

Yeah, probably an unwanted pet, but how did it get there, also, it's black with a dash of white on it's nose.  Thought pumas only have a brownish colour to them?  But that one is clearly black!!

That is from inbreeding. Some would argue that they are now a species in their own right. The Dartmoor Puma

It’s a Pumpard,puma/leopard hybridisation,Panthera Brittanica Pumpardus Latin name.
