I think he's finished win or lose , he'll have made preparations to protect himself . If the army or a general or two turn on him they'll still have to hunt him down and have a way to shut down nuclear weapons etc. As regards sanctions we can't be sure of his mind/mental state , 22 years at the height of power....who knows.
