Isn't that 'material' on the lower end? If so, that suggests this feather wasn't just moulted. Either way, it's obviously a primary feather. And, unless you have tiny little hands? It looks rather too big for a tawney owls primary. Quite possibly as mundane as a hen pheasant. Further; While the scat looks atypical? Putting what little you've given us together. Yes there was a bone attached to the feather that you mention Ken. Something could well have had a pheasant I'm working on maristow estate which during shooting season holds around 100,000 birds!
