Front deralieur that is, could be something simple like cable tension or bit of lube on it. Be careful if you decide not to fix it some of the old retro bikes fetch good money. Stuck it in shed month later got it out to ride it and gears didn't work. Changed gears over from a bike I had lieing around, still didn't work.
