Are Not Some "Civilians, ex Service personnel and so on" already and always have been designated as part of the civil defence "home guard, counter revolution contingent" in the event that if it ever it hits the fan?

Yes, I think when you sign up to serve in the forces you have signed up to potentially be called back to service in a time of emergency at any point in the future.

 

But as you say, what's being talked about here is civilian firearms owners taking on terrorists.
