If it's hung, the party with the most votes doesn't have to form a coalition, but they'd find it hard in parliament without a majority. If they want to form one, they choose who they want and if that party is agreeable it's a done deal. I mean who would have wanted that bellend Clegg as deputy pm out of choice?
