The Tories only have a majority of 1 including the DUP and their seats in Scotland so when it comes to passing laws that only effect England they're totally hamstrung. Yeah Sinn Fein and the speaker will knock the threshold down to 322 I think (don't hold me on that I've just got up and haven't checked the numbers) but pretty sure that will still leave them short of votes on devolved matters.
