The kestrel has evolved to hunt in such a way to predate on voles & mice, Barn Owls will also hover, but lower. As I've said, a goshawk can do it, but it's not it's preferred style.....neither is the Buzzards most common form of predating/finding food is to hover, but they can, under the same conditions as a kestrel, but maybe not as long.....
