It could be just something similar to a person who bites their nails. At this stage you can dismiss anything like a parasite or an ailment so it's probably in his head. Some terriers chew their kennels, some dig holes and some bark non stop. Yours is eating his tail. Sometimes highly strung head wreckers can be hard to live with but they also be very good workers.
