Maybe the person shooting feels they may not get a new licence , that is required in the near future . They are just having a bit of fun while they still can .When the new licence comes in to being next year this type of thing will be a thing of the past for sure .

May as well have shot themselves in the foot,as that's what they've kind of done! Seriously though there's no need for this but do we know it was deliberate? Will be taken seriously especially with the way this licence thing is going though and if,big if they are caught would be made an example of...

also how do we know it is not slingshot . over the years I have noticed that often when a wounded animal has been shot with an arrow from a bow it is reported that the arrow has been shot from a crossbow .when it is clear the arrow looks to be 30+ inches long and has a knock that grips the string for a bow .
