Tell you what if it was one of my family hurt in a terrorist attack i wouldn't roll over crying and start a charity in their name. Im sure the day will come where there is a civil war and i know what side ill be on. As for doing something now? Whoever makes the first move will be locked up forever to make an example of. You know that's not how it works. They will allways try to take the perpetrators alive, to extract any information that may prevent future incidents; but I agree with slotting them once all useful information has been extracted.
