Prison isn't a deterrent never mind punishment. Yes, to the average joe soap it is but not to the scumbags who see it as a fully paid, all inclusive break from the norm. They get DVDs, play stations, tv's etc and the reason we are told is to stop them from rioting. That's like having a petulant spoilt child stamping its feet in a supermarket wanting everything it sees and the mother saying, here you go if it keeps you quiet.
