You could have a kitchen as clean as an operating theatre and still get a rating like that for things like having your stuff stored in the wrong place or not having a sufficient record of the temperatures of your fridges, freezers, cooked food, etc. it's all red tape. Everyone i know who has been to India has been sick as a dog mainly due to different standards as far as cleanliness goes.. The mrs has got a 5 at work in her kitchen, the red tape you have to adhere too to get it is mind boggling.
