The only things you have to tell them is your name and address ... They can't even detain you ............. They can detain you now until a "proper" copper comes along to charge you, they've had there powers revised now. I tried not to make too much of a scene as knowing my luck they'll give me grief. You only have to give your details if they have GROUNDS to reasonably suspect that you are involved in a crime. They have to give you the grounds eg somebody saw you, CCTV etc. Make sure your Dogs are licensed especially if the waste ground is public so one less thing if they get rspca involved. If your dogs nail a cat by accident on permission or your own land then that's seen as a genuine accident and lawful. I'm just not so sure that you aren't technically breaking some law? Your dogs can kill a cat in a public place. It's recognised that even the steadiest of dogs can be hard to control when confronted with a cat.
