You would need to send the bitch to England to whelp otherwise you would be transporting a bitch and litter the litter being less than two days old and that would bring you grief under the 2006 animal welfare act (Scotland).

Its illegal for a Scottish resident to bring terriers south the owner of a working breed needs to be registered with the vet and have an english postal address
