Could it be one of those old cage type things people used to use to keep live baits in? Before the days of battery operated air pumps, electronic buckets and all that jazz, people used to just push a stick in the bank and dangle one of these in the water to keep the live bait in them. As most things these days , they are more the likely illegal in the UK by mow. I used them back home when fishing for pike of the boat as well. I used to have one with a kind of spring door in the top, so I could just fling it over the side of the boat without the bait fish getting out of the top.
