Alsone 789
It does make a difference, a rabbits gonna drop faster with a 200ftlb .303 than a 9ftlb .22 air rifle pellet (the biggest irony of anti's campaigning for gun control is that if we had access to higher power weapons, kills would be quicker and more humane. When people can only carry 5.5ftlb air pistols on farms your gonna wing more pidgeons than you dispatch with a clean shot). A compitant shooter can manage with lower power, I'm fairly happy with 10.5 ftlb air rifle for popping the odd rabbit, but I wouldn't use a 9ftlb, as I'm not convinced I could judge the range/be accurate enough, but I'm sure people can. Skill is a big factor in shooting and its the only way we can work with the ridiculas gun laws we have in the UK. I've long thought that air rifles below 30ft lbs should be available on a shotgun certificate. (30ft lbs because many air rifles except the extreme ones, top out around 25ft lbs so it gives some margin for safety). In addition, in any event, I think there should be a buffer available of say 5 ft lbs in which you get warned and forced to recertify the rifle at cost through a RFD rather than prosecuted to allow for any slight variations that might cause the limit to be accidentally exceeded (given that there are more variables than with Firearms Ammunition). The cost should serve as a deterrent to those tempted to exploit the limit deliberately and too many instances of an over powered rifle could result in revocation (3 strikes and you're out?). Having a 30ft lbs limit rifle on a Shotgun Certificate would take away a lot of the formalities of an FAC should as owning land, proving good reasons etc, whilst at the same time keeping them out of the hands of youths intent on making mischief on estates. Most importantly, it would allow a guaranteed humane clean kills on rabbits making air rifles a real alternative to firearms (and could to the advantage of the police actually reduce Firearms Applications as many more might favour SGC Air over an FAC .22 with subs because of the relative ease of which it could be obtained).
