You also have to look at a system that throws people like him back out onto the streets to commit these offences. Should he have been getting help in an institution.? The whole prison system in the US and here is f****d, locking people in a small room with a TV before letting them go again doesn't solve anything. If you have a guy with mental issues who has already been locked up, then a bit of help might have stopped future problems if it is possible to help these people...or just shoot them to begin with and be done with it.
