As long as there was no deliberate intent to make the dog attack the cat then there is no case to answer. If the cat owner wants to attempt to press the matter then they have to answer the questions as to their wilful neglect (not neglect by failure to properly care for an animal but by their failure to monitor the animals movements and allowing it to roam unchecked). It happens all of the time and as long as the dog owner isn't a prick who wants to try and mug the police off, then he/she shouldn't have a problem. Quote Link to post
