My form of self justification is that I still stay in it,, and will never sell it, so it was going nowhere anyway,,,, All the same,, if I was in a council house with 5 bedrooms, and only two folk in it,, I would expect to have to pay extra for the privilage. A lot of the "problem" you mention is indeed due to pensioners living in under-occupied properties. Trouble is, they are the very people exempt from these measures ! (For now, anyway !)
