It's a big change going from inside with people to alone in a kennel, and a long time alone ( all night, then daytime between morning and evening walks ) for a young dog. He'll need time to adjust. If he is warm, tired, comfy and has something to do ( chew toys etc ) he'll settle quicker. Please don't turn the hose on him though, his kennel should be a place he enjoys to be and can relax in. Good luck - having a noisy dog and intolerant neighbours is not easy.

He has blankets in beding area he's run first thing then at night when back from work

if he's tired enough he won't whine,it wouldn't be forever just while he's settling in.

he'll appreciate his bed a lot more and it won't be a negative thing to be put in his kennel.
