He was clapping a dog tied up outside a shop, owner(so the mate though) came out so they got chatting. Guy was a bit scruffy, mid 40's. turns out the dog belongs to his friend, an alcoholic woman who has been in hospital for several months. He gets paid £150 a week to look after the dog! I know you can claim some sort of carer's allowance if you have to look after an ill person and their affairs for over a certain length of time so maybe that's he's getting..
