Reckon you will only find out for sure when someone ends up before the magistrate as a test case. As a general rule, I would only use 1 dog in a rock pile...the fact the you put a locator collar on a dog in a rock pile would suggest that it is below ground, from a legal perspective. Please explain why it is stupid to put terriers into rock piles.(where necessary) I know the risks involved, but there are plenty of risks underground as well.
