If anything, they probably put these scaremonger stories out there so it makes terrorists not use phones making there life's harder. That's one of the reason Concorde is grounded for example. I can't see how it is cost effective to have a blanket snoop on everyone's phone calls and texts from a 7 year old to a 90 year old granny, it just isn't cost effective. Apparently, if you send an e-mail containing 'al-Qaeda', 'home-made explosive' and similar phrases, immediately followed by a completely 'innocent' message (to the same person), the second message arrives first, because the 'suspicious' first message has been screened and intercepted.
