I was also thinking Chiff Chaff Pip.. ..but i am not 100% plus it look's like a youngster which is very strange as the picture was apparently taken not that long ago..

If its a Chiffchaf or WIllow Warbler it wasn't taken recently as they are all tucked up in Africa mate. It's a young warbler for sure but not taken recently.

This picture was taken recently but not by me..i'm not sure what it is but it look's like a youngster to me..
