Shooting a rivers callows leagally

Hi guys,

 

Looking for some advice here please. I live on the banks of the Shannon and my club has land along a 5 mile stretch where we shoot ducks. On the opposite side of the river the callows are all flooded and we have spotted hundreds of duck flying over them this evening. We also heard geese but they were up in the elements.

 

Could someone tell me if you can shoot along the length of a major river like this without permission? Someone told me that the rivers are state owned and you can shoot and fish along them if you want.I am trying to find out who actually owns the land so I can ask permission.
