IMO small pups should never be fed on dry food as they need to drink far more than is natural to compensate for all that dry shit in their stomach. I would still get the pup to the vet, but would also try feeding a sloppy food: minced raw beef and boiled rice for starters, nice and sloppy. Another thing: if you have only just got this pup, has it only just come off the bitch? And did the breeder have water down for the pups? Some people are stupid enough to think that small pups don't need to drink so maybe not? Pup pee should be watery and very pale straw coloured: dark pee is too concentrated as you have already said.
