Yes, I've seen that a couple of times: they reckon it is similar to cradle cap or what they call 'infant' excema. It usually disappears over a few weeks. Just make sure the dam is getting an adequate diet. there are one or two nasty diseases that have dry skin as a side effect, but don't get worried unless the pups are not well: it's very unlikely to be anything other than dry skin.

Some people reckon it might be something to do with the bitch not cleaning the birthing fluids off the pups well enough, but I don't really know.
