It's a bit hard to give you advice, as your post isnt clear?

If you are just talking about a split of damaged nail, just trim off the split shards (without cutting the quick) file it down and put a few layers of 'Hard as nails' or similar varnish on it, and it will give it some protection while it grows back.

But in you post you are talking about money etc? Is it a vet job ie: hanging off? Or do you mean a dew claw?

No. Unless you're a gurlie who's ruined her manicure ;)

Keep an eye on it, I doubt it will cause any problem imo....It's just like a finger nail.

hey ive often ripped my nails off in the field haha just keep it trimmed down and file off any sharp bits and wipe with some diluted tea tree oil, just keep an eye out for swelling round the knuckle for infection or the pad underneath being hot

Sounds as though it has partially detached the nail joint from the rest of the toe, and has healed badly: if it is sticking up too badly I'd look at getting the joint removed, or at the very least, getting the nail surgically removed so it can't grow back. In other words, see a vet.
