Making a lure machine, HELP!

Hello!

We're making a lure machine, but we need help with the reel/wind/thing that the line winds on up. How wide does it need to be to give enough speed?

We're using a starter motor, but i don't know how many laps per second it gives.

Get a rear wheel drive car, get a rim, drill hole on rim, blue nylon rope through with a not, jack back end of car up, put 'lure rim' into gear and go

I would love to buy one but i live in Sweden. So i don't think that's a good option. But how much do they cost, and where does he live?
