If that concerned, I'd have phoned the bill, waited out until they arrived. By which time the bloke would've returned by the sounds of it. Doubt the walker had a FAC. It was stupid to leave the rifle anyway, but what I find odd is that if he was looking for game and had found some, what was he intending to do, ask it to wait while he returned for the rifle? Also IMO the Dog walker technically should also have been prosecuted, as he was in possession of a firearm and ammunition which, even if he was a FAC holder he wasn't authorised to be in possession of that particular weapon.
