Government legislation did. What the USPCA did a few years ago was remove many Pit Bulls and Pit Bull lookalikes ie. staffs, EBTs etc from Northern Ireland. The USPCA headed by Phillpott can't make owning a terrier illegal. They can however try and make it illegal to work a terrier. At the moment it is completly LEGAL to work your terrier as long as you stay within the law. Phillpotts current campaign is to try and turn the public against those that work their terriers. There's a very strong tradition of working terriers in N.I. and always has been but sadly the last few years has seen a few idiots actions give the likes of Potfill something to help turn the public in his favour.
