Because they are Coarse fish it was a stupid rule anyway that any under 5lb could be kept for cooking

I have killed and eaten hundreds of Jack pike and don't really see the need to stop now,in fact I believe that by taking a lot of the jacks out of the rivers you will get a far better growth rate in the Hen fish as there is usually a much higher ratio of Jacks to Hen fish.
