can some one that rents the land off council give you permission to ferret it if the council are not doing anything about the rabbits

It is the occupier that has an obligation to control rabbits, so the occupier (tenant) can grant permission.

lot of local by laws with common land easy to check but better of just getting on with it if had no hassel and act daft if it comes on top

Just ask the council for permission. I have a bit from the cooncil, as it is areas where their contractor will not touch.

 

But in answer to the OP.. yes, he has an obligation to control rabbits on his rented land.
