In theory when the cat is out of the owners garden then as you would put it "it's fair game". But most people wouldn't kill someone elses pet unless they really had a good reason to (like it's trying to kill your animals). Just being in a field or in a woodland doesn't justify it IMO.

id say a family pet will never become a wild animal.i will say this though.if a cat happens to wander miles and is becomming a nuisance to your permission birds whatever,then if that cat was to dissapear then so be it,however anyway taking a cat from the street and then taking it somewhere to either set dogs on it or to kill it in some other dispacable way.then those people should be prosecuted.i would also say to them,maybe you need to go speak to someone about your twisted mind.
