Definitely straw. Hay is too hot and kits can get tangled in it, shavings aren't warm enough and the jill can't hide right away in them, and are usually too dusty, ditto sawdust, shredded paper can get too damp and soggy: jills like to make a nest right inside a pile of straw so you can't see into it at all: like a ball of straw with a nest in the middle. Don't disturb the nest for at least a fortnight after she's had them, especially if its a first time mother.
