totally agree, and if they charged him i think this is the case, because there is no way they would charge some one walking there dogs on a lead. prove your intentions , as soon as any one sees a running dog, they automatically make assumptions of your intentions. a bit like your being discriminated because of the dog you got. your straight away put into (your up to no good scenario) because you have a running dog and its worse if your on land where theres been alot of poaching problems. appearence as such presentation can make peoples judgement very one way, similar example people judge people differently because of there ethnic or religion or the way they dress. unfortunately people these days are to quick to say your guilty before looking at the evidence.
