probably means the person you asked didn't know where the forms were, they wont hand many out so probably didn't know they had any

 

a letter to the firearms enquiry officer at the local old bill HQ should get you one sent, he will know where the forms are

I thought all you good folks in the Uk, had to fill out a form and send it in, then wait for a FLO, to call at your house for an interveiw and security check?

You DO NOT have to give any reason at all to own a shotgun, it is a civil right. You DO NOT have to say where you are going to use it , either.You have to fill in the form correctly, provide adequate security, and pay for the license...nothing more. It is up to the police to prove you are unfit to hold one.
