Scrunch up a bit of aluminium foil and gently rub the rust spots.

 

The rust is softer than the aluminium, but the barrel steel and bluing isn't, so it takes the rust off but doesn't damage the good metal.

 

Then when it's nice and clean, take it round to the person who borrowed it and beat them repeatedly around the head with it for letting a finely tuned piece of kit go rusty! (Ok, don't actually do that, though I'd definitely be having words!)
