Maybe the cat was a nuisance and she just acted in a way that is completely out of character in the moment? A lot of people do worry about their cats but it is very difficult to keep them safe... we don't allow our cats to roam free, but it's hard to keep an eye on them and they are often outside for longer than they should be. There are irresponsible cat owners, just as there are irresponsible dog owners, but on the whole most are unimpressed at having their pets put in wheelie bins by passing nutters. Never heard of people leaving pups in the front garden. As for irressponsible cat owners, from what i see, people let there cats out from a cat flap or open the door and then hope they come back. Never seen people supervise their cats. Most owners just let them out at night and hope they pop back the next morning.
