That would be silly even if you knew a person. Data Protection Act, and you'll find yourself out of a job too. This person has 24hrs to report the RTC. When he/she does and all driving documents are in order then the police force will recommend that the driver takes part in a driving scheme. If this person doesn't report it then there's not much to go on. It has to be any other driver or person for it to be an offence where the police will deal with.
